Career Summary

Kousuke Saitou received his B.A. in International Relations from the College of International Studies, University of Tsukuba in 2003; and Ph.D. in International Political Economy from the Graduate School of Humanities and Social Sciences, University of Tsukuba in 2011. Before assuming the current position in April 2021 to teach international security studies, he was a part-time researcher at University of Tsukuba (2012-13); a lecturer at Yokohama National University (2013-16); and an associate professor at Yokohama National University (2017-2021).

Message to Students

While improving the standard of living, the development of science and technology has affected the global balance of power and often changed the nature of war. In this context, the management of science and technology is usually one of the critical points to securing national values and stabilizing the international order. However, not all actors share the same purpose and act accordingly in international and domestic political processes. In reality, we face the problem of how to harmonize or reconcile our interests and norms with those of others in various sectors, including government, industry, and academia. In approaching the politics of science, technology, and international security, it is essential to consider military-strategic interactions among nations and the involvement of diverse and multilayered policy domains and stakeholders.
