It is said that in this period the king mobilized villagers to carry out the excavation work of the Baray, and it was possibly performed as a cor·vée or “service tax to the king (Rājakārya tax).” In the 10th century the “Yashodaratataka (Baray of Yashovarman) was created, namely the East Baray” (of dimensions 7 kms x 1.8 kms), in the 11th century (the year 1020), the “West Baray” was constructed, and around the close of the 12th century (1190) the “Jayatataka” was created on a small scale. At that time the economic foundation of the Angkor dynasty was agriculture, and briefly stated, it was believed that agricultural production rose or fell in line with the way in which water was managed during the damp and dry seasons, (B. Ph. Groslier, Research Paper). How was the rainwater from torrential rains that fell for a brief period drained? And how was it stored in provision for the dry season? For people of that time who dwelt in this area, conserving water for future use had long been the basis of their everyday lives. To conclude, it must be said that people of that time succeeded in constructing an artificial reservoir (Baray), which enabled them to regulate freely both the water flowing in rivers as well as the rainwater. In the Angkor dynasty that effected a rise in agricultural production, and subsequently led to economic stability. The Angkor Plain is relatively dry. Average rainfall ranges from 1300 mm to 1800 mm, and the rainy season extends from June to November. Rainfall is markedly torrential in September and October, and locally there is enough squall to create a water column. Nevertheless, the dry season lasts six months from December to May. There is only about 100 mm of dampness in May, and this endures to the rainy season and the month of December, which is the end of the rainy season. Hence, in order to continue farming, it was necessary to store rainwater in the rainy season for use in the dry season, and as a means of doing this a huge artificial reservoir (Baray) was built, and has been functioning since then.
